The development of new categories to enable the capture of more information and greater detail will be implemented in a phased process, with one of the key concerns for existing primary care databases being the time taken to create the new categories of record. The new categories would represent a significant change in the database structure that would take considerable time to establish.

A series of meetings were held to discuss these in detail, including by the National Institute for Health Research in March 2016. They ruled against the idea of new coding categories, but agreed that a separate category for mild conditions (where one person has one condition) should be included in the coding system.

The coding system is a significant departure from existing primary care coding systems in that it places a great deal of emphasis on severity - i.e. the impact that a condition is having on the quality of life of the individual. This is in contrast to the Scottish Index of Multiple Deprivation, which reflects the social and economic circumstances experienced by a person, rather than a condition. 827ec27edc
