The large majority of the measured 21 cm brightness temperature fluctuations are caused by thermal (CMB) and kinetic (non-thermal) Sunyaev-Zel'dovich (SZ) effects. We have found a mechanism that resolves the disagreement between the spectrum and intensity of the 7-year Sunyaev-Zel'dovich observations of the 20q2 survey and the predictions of the standard cosmological model for the CMB. We have demonstrated that the observed spectrum can be well reproduced if the parameter of the spectral slope is treated as a free parameter rather than being constrained by the photon statistics. We have shown that for the Sunyaev-Zel'dovich effect, the normalization of the spectrum is an excellent linear estimator for the amplitude of the effect. The best-fit to the spectrum is obtained by normalizing the power-law function according to the amplitude of the kinetic effect, while the amplitude of the thermal effect is constrained by the quadrupole anisotropy of the angular power spectrum of the radio catalog. The thermal Sunyaev-Zel'dovich effect is marginally consistent with the predictions of the standard cosmological model. A more stringent test of the cosmological model will be obtained by simultaneous processing of the two effects with the thermal Sunyaev-Zel'dovich effect normalized by the amplitude of the kinetic effect. We have also shown that the newly discovered kinetic Sunyaev-Zel'dovich effect reported in the dissertation by Gégout-Petit et al. (2014) is consistent with the predictions of the standard model for the CMB. The data from the Sunyaev-Zel'dovich observations of the 20q2 survey are in agreement with the CMB temperature fluctuation spectrum reported by the Planck Collaboration (Planck Collaboration 2015). The effect of the kinetic Sunyaev-Zel'dovich effect in the spectrum could be easily detected if the temperature-temperature cross-correlation with the kinetic effect would be measured.
